An interface to the Cornell Arrow program: 
`Fast Semistochastic Heat Bath Configuration Interaction (SHCI) <https://github.com/QMC-Cornell/shci>`_.
To perform a SHCI calculation, one needs to first modify pyscf/cornell_shci/settings.py 
to specify the SHCI program excutable.
